With Law 17/2006 all hoped that the new Governing Body to take the reins of RTVE. It was assumed that the new Council elected by a qualified majority in Congress, with the new powers established by law, give full management authority of RTVE an air of efficiency and effectiveness required by all public companies to consolidate a transparent and vocation public service. Nothing is further from the truth.
We still have a highly politicized Council, but not without ideas and what is worse without the ambition of consolidating a state public company that generates strong communication and audiovisual goods quality issues to serve the public.
Worse yet is that among the 12 directors have two major trade unions in this country, CCOO and UGT, and a third of the United Left unchecked not have one iota of official positions of the Council and the Department of Corporation. Have not led to independence and courage progressive proposals to revive a public broadcasting very corseted that barely differ from commercial. Have been held hostage by a Board of Directors inoperative, that when trouble looks the other way and that former President, Mr Luis Fernández, has been fooled. This President has led RTVE door out to a success course facing the inside has been confirmed as a dark age of outsourcing of production, placing cronies in positions of leadership, mismanagement and failure of planning. The Governing Council has much responsibility in all this as the President and the Department of enterprise, perhaps more since the parliament was awarded the role of preventing that to happen.
At present they are still waiting. In a situation of strong labor mobilization in the absence of work, with the funding model the edge of the precipice, with a human resources department that generates conflict, the Council remains silent and when something is proposed to align with the thesis of an address bewildered and overwhelmed by events. This is a Council that decides, not imposing their views, it makes no sense.
Workers, and more with two union representatives on the board, they will not forgive what is happening and so far are the majority in the company unions, CCOO and UGT, may move to stop being one if not makes a profound reflection on what are the policies and strategies that demand for these directors and applied.
